River ships found to be operating illegally at sea

The head of the Ministry of Production (Produce), Jorge Villasante, has denounced the irregular supply of fishing permits to river boats that are not equipped to operate at sea.

"We found 29 small river boats, ie, that have been constructed for use in rivers and not in the sea, which are 5, 13 or 30 cubic meters in size but have fraudulent documentation displaying that the vessel has a capacity of 200 or 350 tonnes, to which some judges authorized them to conduct fishing for anchovy at sea," said Villasante.

He continued: "They are river boats that are registered with the Directorate General of the Harbour (DICAPI) with hydrographic transport, fridge, trailer, slider or naval permits, which are actually operating as fishing vessels, which is unheard of."

The Minister ordered them to verify the enrollment of vessels owned by those who requested interim permits, and found falsified and cloning of papers and letters of guarantee that constitute the crime of counterfeiting and which is against the public trust, says the official press release.

He also commented that it is inconceivable that since the average value per tonne of anchovy is costing USD 320, a judge can grant an interim fishing permit for only PEN 20,000 (USD 7,110).

"Honestly, there are judges who issue resolutions that draw serious attention, because how can a judge have this measure, perhaps we can say that the value of the catch during the four seasons is PEN 20,000 (USD 7,110), or that you will only be able to catch 20 tonnes, it can't be, this is absurd," he said indignantly.

He recalled that recently, they enacted Law No. 29,639, which regulates the granting of interim fishing permits related to aquatic resources and determines that the letter of guarantee must be of equal or of higher value than what is fished over two years.

He stressed that "we have to do a comprehensive review of all these issues because there are cloned vessels, papers and fabricated documents as if there is nothing wrong when it comes to serious offenses and excesses, which can not fail to be investigated."

Finally, Villasante highlighted the work of the judiciary through the head of the Office of Judicial Control (OCMA) to investigate and punish those judges who issued irregular rulings affecting the sustainability of marine resources in Peru.
