Aquaculture concessions to be 'unfrozen'

Entrepreneurs in the Chilean salmon industry expect the government to grant up to 50 per cent of applications for aquaculture concessions provided for the Region of Magallanes. They intend to acquire some 600 concessions, an amount equal to that delivered in the regions of Los Lagos and Aysen.

While there have been advances in the process of zoning the coastline of Magellan, about 1,200 aquaculture concessions remain frozen.

While the general manager of Asociación de la Industria del Salmón A.G (SalmonChile), Carlos Odebret, considers that to be a "reasonable" amount, he said that "normally, this process responds to a relationship in which for every two admitted applications, just one is delivered."

"When we say that 600 concessions are given, rarely will all be operating simultaneously. That has never existed, even at maximum production levels," he noted.

So far, in Magallanes 40 concessions were awarded, of which no more than 15 operate regularly.

The new General Law on Fisheries and Aquaculture (LPGA), enacted last April, stated that over the next five years no new concessions will be delivered in Los Lagos, and for two years in Aysen.

In Magallanes, the process will take effect from April 2011, when zoning is finished, Diario Financiero reports.

In the salmon industry, some estimate that after the zoning process and the simultaneous creation of groups of concessions, the areas suitable for aquaculture would be reduced, so that only 25 per cent of the 1200 concessions are dilivered.

Meanwhile, from Monday the process of relocation of aquaculture concessions in the regions of Los Lagos and Aysen formally started, said the Subsecretary of Fisheries (Subpesca).

Under the new rules, "the merger of concessions can only be between one operator's concessions," and can be carried-out between two or more concessions, as well as between two or more fractions resulting from the division of other concessions."
